GUIDE TO LICENSE APPLICATION AND IAITO ACUISITION



INTRODUCTION

The following document is intended to be a guide, to inform any member on the process of acquiring an iaito for training and license application.

It is solely the member’s responsibility to apply for the license.  The club/dojo bears no responsibility should said member fail to apply for license.


ACQUIRING AN IAITO

Any new member who decides to acquire an iaito for training purposes should consult the senior practitioners prior to purchasing one.  Being a training tool, it is important that a proper and practical iaito be used for training for safety reasons and to minimise risk of injury to practitioner.


BACKGROUND OF LICENSE REQUIREMENT

Under the Arms and Explosives Act Cap 13, a license is required if one
a. Has in his possession or under his control any arms,
b. Imports any arms.


PROCESS WALKTHROUGH

The process of license application is as follows:
Upon iaito shipment to Singapore, it may either be 1) retained at Customs or 2) delivered to residential place.

For 1.) the Customs will inform buyer following which an arrangement will be made to assess the condition of the package before subsequent delivery to SPF for licensing approval.

For 2.) it is strongly advised that the Buyer do on-line license application immediately upon delivery to residential place.  Buyer is also advised to inspect the delivered package for damages and re-seal the package.  Buyer may be advised by the Licensing Officer to bring the package down to the Licensing Department for inspection prior to license approval

License application can be made at SPF website under “Arms and Explosives License” à “+ Importation of Arms or Explosives or Explosive Precursors”

Applicant is to note the application is for “importation by an individual”.  The online application requires approx. 15-20 mins.  Normal processing time is about 7 business days from the receipt of application and necessary supporting documents.  One-time application fee for licensing is SGD22.

Supporting documents are essentially the 1) Courier delivery slip, 2) Invoice, 3) Miscellaneous document stating the iaito product or serial number, if available.


AFTERWORD
In accordance with the license, the place of usage of iaito will only be the club/ dojo premises.  Carrying an iaito in sword bag in transit is a must – to prevent unnecessary damage to iaito and keep in accord with licensing rules.

Upon changing of residential place, selling of iaito to another or disposing of iaito, the license particulars must be updated.  Please consult SPF regarding these procedures.
